People were mad at Apple when they started paring down the software they shipped in base, but it really makes more sense to use the package managers for things that aren’t necessary for building native software for macOS. Sure Python and Ruby in base were nice, but they didn’t add anything. It’s more annoying to have to deal with the old versions in base then install a package manager.
